Chris no longer maintaining TF2 configs

Due to personal reasons, Chris has been out of touch with the TF2 community for quite some time, and as a result, has decided to stop maintaining his max FPS configs. 

He has decided to release these configs to the public domain, which means that anyone can now alter them however they see fit.

I don’t think without chris’ fps configs I would be doing well at all in competitive TF2. Constantly keeping me at 120fps, I love you chris. <3
